Tree Removal Permit
In most General Residential Zones (GRZ) where land is less than 4000m2, you will not need a permit to remove a tree within the property.

If property has Bushfire Management Overlay and dwelling was built before September 2009, and if base of tree within 10m of dwelling can remove without a permit. Take photos for evidence.
If you wish to submit a VicSmart application for a single tree, you’ll need to provide an arborist report (Cert IV or V), a cover letter explaining the purpose, and a copy of the property title. The permit will be issued within 10 business days. Please note that the Council does not assess trees on private property.
Can prune up to 1/3 of canopy without a permit. Take photos before and after.
Also check that there aren’t any covenants or caveats for trees on Title.

Tree Pruning
You don’t need a permit to prune a canopy tree if according to Australian standard.
